The effects of climate change amount to a global public health, economic, humanitarian, and gender equality disaster. Women and girls disproportionately bear the brunt of climate-related events and environmental stress. And yet their needs and voices are systemically set aside when working to mitigate and adapt to climate impact, because systems and norms deny them power. In effect, climate crises deny women and girls their ability to control their own fertility.

In a world marked by the climate crisis, investment in SRHR and gender equity is critical, so that women and girls, young people, communities, and health systems will have climate resiliency. Women and girls should be key players in solving the climate crisis, through holistic approaches that will improve education, ensure continues access to high-quality reproductive health services, build economic security, and amplify the voices and ideas of women and young people.

Global studies have shown a significant relationship between climate change and maternal health. Studies have shown that climatic changes especially which require geographical displacement and migration adversely affect women reproductive health in terms of forced child marriages, human trafficking, sexual exploitation and gender-based violence.

Pakistan experiences recurring heatwaves and droughts, riverine and flash floods, landslides, and sea storms or cyclones. Climate change is expected to increase the frequency and intensity of these events as well as exacerbate people’s vulnerabilities. Already, 39 per cent of the population experience multidimensional poverty, and the loss of livelihoods will have huge consequences on people’s wellbeing and ability to afford healthcare. Climate change may potentially increase the number of child marriages, premature births and domestic violence. Women and children will also be more vulnerable to malnourishment and malnutrition due to lower food production.

During natural disasters the availability, accessibility, affordability, acceptability and accountability of healthcare are all compromised. Infants, children, pregnant women and nursing mothers are more prone to nutritional problems especially after prolonged drought or after certain types of disasters like cyclones, floods, land or mudslides, and sea surges involving damage to crops, to stocks or to food distribution systems. These conditionals are common in Sindh, southern and interior Punjab and Baluchistan province of Pakistan. The nutritional needs of pregnant women are mostly gauged at homes and remain compromised in the rural setups. As per cultural norms and practices, women’s nutritional needs are compromised, and they have less access to quality food and nutrition.

The National Climate Change Policy (NCCP) is a landmark in the Climate Change response in Pakistan, which was approved in 2012. The National Climate Change Policy comprehensively addresses challenges of Climate Change adaptation and mitigation; and demonstrate government’s strong commitment to address climate change agenda through highly effective Action Plans, Programs and Projects. However, it hardly includes any focus on SRHR and does not consider women and girls’ SRH needs among its priority agenda items of health. Reproductive health is an important component of human health especially women health and lack of provision of these services results in thousands of maternal deaths I.e., according to the latest PDHS (2017),Pakistan maternal mortality ratio is 186 maternal deaths per 1000 live births - the need for provision of essential reproductive health services become more crucial during the emergency situations for various reasons such as gender-based violence, lack of RH commodity supply etc. Although, RH counseling and service provision is a part of Minimum Initial Service Package (MISP); however, important components of RH such as provision of abortion care services in crises situations is missing in MISP – this calls for the need of an inclusive approach. Thus, SRHR has not been a priority agenda item during the emergency preparedness and response particularly safe abortion and contraception care – which shows for a collective and coordinated effort to inculcate safe RH services including safe abortion care in plans/strategies in emergencies.

3. Scope of Work:

In context to the above given background, Ipas is hiring a consultant to develop an advocacy toolkit with an aim to sensitize and inform its audience about the intersection of climate change and SRHR, how climate change is adversely affecting SRHR in Pakistan and the immediate need to integrate SRHR as an integral element in climate change policies/strategies/plans for emergency/crisis situations. This toolkit will be developed (will be adapted from the regional/global resources if available) through a consultative process with the involvement of relevant stakeholders and will be finalized after its testing.

4. Technical Requirements:

Masters in Social Sciences/Development Studies/Population Sciences with a minimum of 05 years' work experience with an organization working in SRHR/Climate change/Hygiene.

Experience in program management/research will be an additional value.

I. Environmental Scan - 7 days

Inception report – a roadmap including the 1) processes involved, 2) any risks/delays/mitigation strategies and 3) timelines leading to the achievement of the deliverables

A Report - What other tools and toolkits already exist on global, regional and national level on the intersection of climate change and SRHR? What is the current research?

II. Formation of a technical working group - 4 days

Mapping of relevant stakeholders in consultation with Ipas- (diversifying stakeholders beyond government to reflect full continuum of care and influencing network (e.g., include private sector stakeholders given their significant role in health sector)
